30th March 2026, the European Commission published in the Official Journal of the European Union :

“As regards adhesive films used in the production processes of goods, they can be packaging or not depending on their function. Adhesive process films can be designed to enable or facilitate the transformation of raw or intermediate materials. If such films remain on the semi-finished products until their transformation and/or assemblage into subsequent semi-finished products or final products, and act as enablers of the manufacturing cycle and address distinct technical needs of such processes, they are not packaging under Article 3 (1) point ( 1) of PPWR.”

•    Process films significantly reduce industrial waste. They therefore help reduce waste, consumption of resources, and the energy required for production, and consequently greenhouse gas emissions.

A significant step forward for our industries

The clarification provided by the European Commission is a significant step forward for our respective industries.
It is now up to all players in the sector to adopt appropriate terminology in the naming of their products and in their communications, both technical and commercial, to align with that of the European Commission.

To help our customers select the terminology appropriate to European regulations, we have labelled each of our films, papers, and adhesive tapes according to the uses for which they were designed:
•    Industrial Process items (films, tapes, papers), which are NOT packaging
•    OR Protective items (films, tapes, papers), which are packaging

In its 2023 Corporate Social Responsibility (CSR) report, Chargeurs presents notable achievements in reducing environmental impact and enhancing employee wellbeing. It underscores Chargeurs' dedication to sustainability, detailing concrete actions and improvements across its global operations.

- 5.3% in CO2/Mm2 emissions were down in 2023, due in large
part to major energy efficiency initiatives implemented at key Group production sites. The company remains commited to reducing its environmental impact and lowering purchasing- related emissions in 2024.

The Group invested heavily in safety education, dedicating over 11,000 hours to training, a 13% increase compared to 2022. This focus on comprehensive safety training demonstrates Chargeurs' ongoing efforts to foster a secure and supportive working environment.

If we focus on Novacel's achievements: 

At Novacel Cranbury, located in New Jersey in the US, efforts made in relation to production activities resulted in 28% waste reduction. 

In Italy, implementing a three-year program involving a number of different technologies reduced the water use/Mm² ratio by 39% between 2020 and 2023. The first phase involved the integration of a water (and energy) recovery system into the design of the new solvent recovery unit.

The second major phase involved the implementation of a unit to “clean” the water by passing it over activated carbon for reuse in steam production. The site is seeking to make further progress in future years and is reviewing other innovations.

Last but not least, it is important to note that Novacel remains a leader in the incorporation of post-consumer recycled plastic, working to favor renewable resources and minimize the amount of material used thanks to its Oxygen range of products.

The EMEA region, a key driver of growth, benefited from improved market conditions early in the year and from initial restocking efforts by manufacturers.

Novacel’s sales teams successfully captured market share, thanks to their strong on-the-ground presence and the introduction of new products, allowing them to outperform competitors. In Asia, growth was mainly fueled by the rapidly expanding Indian market.

Innovation continues to drive results: the Oxygen product line has gained significant traction, with sales quadrupling. This innovative range, designed to use less virgin polyethylene and reduce carbon emissions, aligns with the growing demand from manufacturers for more sustainable solutions.

A strong contribution to the Chargeurs Group's performance, with a revenue of 374.3 million euros.

Revenue for the first half of 2024 was up +8.6% on a reported basis and +11.1% on a like-for-like basis, compared with the first half of 2023. Sustained organic growth was driven in particular by a sharp improvement in Novacel’s activity and a remarkable sales momentum at Museum Studio. 

Revenue growth was balanced in the first and second quarters of 2024, with increases of +11.3% and +10.9% respectively, confirming the Group's strong growth momentum. 

Geographically, the Group benefited from the outperformance of the North American market, recording a very strong like-for-like growth of +29.3% on this continent, for the first half. Chargeurs continues to gain market share there, notably through its Chargeurs PCC and Museum Studio business lines. 

In Asia, Africa and the Middle East, the Group reports like-for-like growth of +8.4%, driven by a momentum in India and the growth of Southeast Asian markets. Chargeurs now generates almost 60% of its revenue in these high-performing regions. 
In Europe, where the Group generates 41% of its revenue, like-for-like growth of +1.4% is mainly attributable to market share gains achieved by Novacel in a very dynamic market.
